            Sir:

            The Colonel Comd’g directs that upon the application of Lt. Wm. Vance on duty at Brooksville you will furnish him with an escort as he may from time to time require in the discharge of his duties.

            Enclosed you will find a circular dispensing with the Bureau Courts by which you will be governed

** Agents would be supplied with escorts to take throughout the area where the Freedmen lived for inspection purposes.   Escorts were typically a person who lived in the area.
