JANUARY 1, 1940

George Dayton was re-elected Board Attorney.

Mose McKinney was appointed janitor at Pasco High School.


MARCH 4, 1940

H. Dale Smith was re-elected Principal at Pasco High School.

MAY 8, 1940

A. A. Karppe was assigned transportation in the Richland District for $27.25 per month.

The bus insurance was awarded equally between Coleman Insurance Agency and M. Williams and McClelland Agency in Zephyrhills. Lula Hancock transferred from Pasco High School to Tucker.


SEPTEMBER 16, 1940

The Board voted to provide Safety Patrols on buses in cooperation with Sheriff Allen.

Tucker Community was also known as Greenfield.

The Board approved a bus to transport Pasco High School Band to Tallahassee on January 7, 1941 to participate in the inaugural ceremonies.


JANUARY 6, 1941

Slaughter patrons requested the “Strawberry” session be abolished and the board approved.


JANUARY 7, 1941

Wynn O’Berry was appointed clerk at $100.00 per month.


MARCH 3, 1941

The Board accepted Eugene W. Hester’s resignation as teacher of Hudson School and Mrs. Alice Atwater filled the vacancy.


APRIL 7, 1941

The Board of Public Instruction of Pasco County, Florida met in regular session at the Courthouse, Dade City, Florida, at ten o’clock A. M. this 7th day of April, 1941, there being then and there present D. A. Storms, Chairman, R. D. Stevenson, and Jas. F. Croley, members of the Board.

The Board’s Attorney made a report concerning his visit to Tampa and Tallahassee relative to borrowing money and the school survey in District #2. He also reported that Mr. Graham would be here in about two weeks.

The Board voted to pay Lucille Williams $5.00 to help defray the expense of the Tampa and Jacksonville meetings for Jeannes Teachers.

APRIL 21, 1941

George Dayton was appointed Board Attorney.

Mr. DeWalt Sumner came before the Board relative to the National Defense Training School, stressing the need for such schools in this County. On motion of Mr. Croley, seconded by Mr. Stevenson, it was voted that the Board, as a body, visit the Bushnell school at 3:00.

JULY 21, 1941

A delegation from the Hugh Embry Memorial Library came before the Board relative to the Board paying $12.50 per month toward the expenses of the Library. On motion of Mr. Croley and seconded by Mr. Stevenson, the Board voted to pay the $12.50 per month to the Library.

Mr. T. H. Rivers was appointed Supervisor of the Vocational Defense School and Vocational Agricultural Teacher.

The following rules for Bus Drivers operating County owned buses were adopted:

RULES FOR CARE OF SCHOOL BUSES

1. Buses must be thoroughly swept out every day.

2. Seats must be cleaned and dusted every day.

3. Wind shield glass must be clean and polished at all times.

4. Bus body must be washed once a week.

5. Bus body must be waxed, simonized, or polished once a month.

6. Buses will be inspected by Superintendent or School Board once a month.

7. Mechanical inspection will be made by competent mechanic once a month.

8. All gasoline purchases shall have meter reading on each sales ticket.

9. All purchases of gas and oil shall be made at the same station for one month.

10. All buses must be kept under a shed with a good roof when not in use and parked in the shade when possible when on duty.

11. The driver will be responsible for the reporting of any defacing or damage to the bus in anyway and any violation shall be reported immediately to the Superintendent.

12. All requirements of the State Board of Education shall be strictly adhered by drivers.

I agree to abide by the above rules if engaged as transporter in Pasco County.

The Board authorized the Director of the Vocational School to use the County owned School bus No. 2 for a period not to exceed 90 days for transportation of students to and from said Vocational School the cost of operation of said bus to be defrayed with no expense to the County Board.

District No. 7. Mrs. Mildred Byrd was appointed music teacher in Pasco High School.

APRIL 17, 1944

The Board heard the complaint from the delegation from Zephyrhills. Mr. Skinner, a man of the delegation, outlined the complaint against Mr. Nalley. He was followed by Mr. Hammit, Mr. McKillips, Mr. Lippincott, and others.

After this discussion, the Board decided to take the matter under advisement, return a recommendation of Mr. Nalley to the trustees and asking them for further consideration of investigation before again presenting the recommendation to the County Board.

Gentlemen:

In order to clarify any misunderstanding which may have arisen because we withdrew our applications for recommendations for the coming year from the local trustees, we wish to offer the following explanation:

We withdrew our applications when we learned that the local trustees had recommended the reappointment of Mr. Nalley as principal. We had talked with the trustees, and they knew that we did not wish to teach under him again. We feel that Mr. Nalley is incompetent both as a teacher and a supervisor. Both students and patrons are so dissatisfied that no spirit of cooperation will be possible under Mr. Nalley’s regime.

If another principal is appointed, we shall be glad to accept reappointment to the teaching staff of the Zephyrhills School.

WHEREAS, the Community of Dade City and Pasco County has been saddened by the news of the untimely death of Captain John C. W. Workizer while gallantly serving overseas in the service of the United States, and

WHEREAS, Captain John C. W. Workizer was a valued member of the Instructional Personnel of Pasco High School, dade city, Florida, prior to his entry into military service, and

WHEREAS, Captain John C. W. Workizer has made the supreme sacrifice for the persons of those American ideals which in life he sought to inculcate into the minds and hearts of those young people who were his students,

NOW THEREFORE, BE IT RESOLVED by the Board of Public Instruction of Pasco County and the Board of Trustees of Special Tax School District No. 7 of Pasco County, Florida.

That we greatly regret the untimely death of Captain John C. W. Workizer and express to his widow and family the full measure of our sympathy in their bereavement;

That we now, and ever shall, appreciate in Captain John C. W. Workizer those special qualities of Christian living which enabled him by precept and example, to inculcate the minds and hearts of those young people who were his students the lofty ideals of the American Way of life;

JANUARY 21, 1947

R. E. DuPue and J. H. Cooper, Trustees of Wesley Chapel School District No. 19, appeared before the Board to state that Earnest L. Lavender, Teacher of Wesley Chapel School District No. 19, teaching services were entirely unsatisfactory respectfully requested the Board to replace the said Earnest L. Lavender with a properly qualified teacher. After duly discussion, George C. Dayton, the Board’s Attorney, advised the Trustees to discuss the matter directly with Mr. Lavender and request his resignation.

Superintendent Craig advised the Board that Mrs. Harriet Walker, Teacher in the Zephyrhills School had willfully neglected her duty because of alleged failure to attend school and Perform her duties as a teacher at the Zephyrhills School for the period of November 28, 1946 to date without having just reason for failure to so attend to her duties. Upon motion of Mr. Tyson, seconded by Mr. Stevenson the Board voted that Mrs. Harriet R. Walker be suspended as of this date and that the secretary properly notify Mrs. Walker that the Board will properly hold a public hearing upon the charges specified at the office of the superintendent of Public Instruction in the Courthouse at Dade City, Florida on the 4th of February A. D. 1947 at the hour of 11 A. M. or as soon thereafter as the matter may be heard to determine whether or not she shall be dismissed and discharged as a teacher in the Public School system of Pasco County.

THE RESOLUTION OF THE BOARD OF PUBLIC INSTRUCTION.

Employ no Instructional Personnel who Draw Retirement or Other Compensation By Reason of Former Employment as Teachers in States Other Than Florida.

WHEREAS, the law of Florida forbids the employment of instructional personnel who receive retirement compensation for services as teachers in the public school of Florida.

WHEREAS, it has been necessary during the war emergency years to employ teachers in Pasco County who are receiving retirement compensation by reason of former employment as Teachers in states other than Florida, and

WHEREAS, such emergencies no longer exist and it is deemed for the best interest of the Pasco County, Florida public schools that no persons who are receiving compensation for retirement from the school systems of any state be employed as instructional personnel in Pasco County, Florida.

Be It Resolved that No person who receives compensation by reason of retirement from the public school system of any state, county, city or otherwise, outside the State of Florida, be hereafter employed as a member of the instructional personnel of the Public School system of Pasco County, Florida.

The Superintendent recommended 14 classrooms for Dade City to accommodate grades 7, 8, 9, 10, 11, 12. Special rooms to be located in the new building were: Auditorium, Principal’s office, Typing and bookkeeping. Domestic Science, two restrooms on each floor, health room, library, teacher’s room, cafeteria, three science rooms, art and music room. Alterations of present building to provide four classrooms, two restrooms on the 2nd floor in the space now used as an auditorium.

The Moore Academy frame building on the present site is to be razed and all salvageable material transported to Moore Academy for construction of additional classrooms.

The Dade City Grammar will have an additional two-story wing constructed containing an auditorium and lunch room.

A delegation of Zephyrhills PTA members came before the Board requesting the appointment of teachers: Jamie Hodge, Willie Ellmaker, Vincent McGuire and Matilda elements as recommended by the district trustees. NOVEMBER 15, 1948

Miss Dorothy Eck on behalf of The Pasco County Teachers’ Association appeared before the Board with the following request.

1. That teachers be notified of their appointment in writing four weeks before the closing of school.

2. That contracts with salaries specified be sent to teachers not later than July 1st.

3. That the Board make effective January 1, 1949, the continuing contract as stated in the 1947 Florida School law. Sec. 231.36 except for the clause relating to the replacement of teachers with those of higher or more experience.

4. That the Truant Officer be appointed as the co-ordinator for the distribution of text books and that he be instructed to keep records on distribution, and the number of books on hand in the various schools, county office, and Central Office.

5. That the Superintendent be requested to furnish the Chairman of the Executive Board of the Pasco County Teachers’ Association with minutes of all School Board Meetings.

The Board approved that dependents of teachers and employees be covered by group insurance coverage, however the board will not pay for this coverage.

The Board authorized the Superintendent to purchase a bronze plaque for the New Dade City High School at a cost of $100.00. The Superintendent presented to the Board a report on rent collected on County owned residences. $1920.00 was collected for a two year period.


JANUARY 3, 1949

The Board authorized and instructed the Board’s Attorney to increase by $1000.00 the Board’s offer of settlement in the case Bertha H. Cottle vs. The Board of Public Instruction.

The Negro school for Lacoochee – Trilby area of Pasco County is inadequate and immediate steps must be taken to correct. A one room temporary unit will be constructed in Lacoochee.


JANUARY 7, 1949

Pasco County has a new Superintendent and Board. Credentials for Mark St. Clair, Edgar H. Kirkland, C. P. McCabe and Margaretta C. Witt were submitted and approved and the Oath of Office Administered by O. L. Dayton, Jr. County Judge. George C. Dayton was elected Attorney for the Board.

All Principals must notify the Superintendent of pupils transferring in order for the Attendance Officer to have the information.

The cost of construction for the Negro school addition in Lacoochee-Trilby area must not exceed $10,000.00.


FEBRUARY 7, 1949

Master Sergeant Curley appeared before the Board requesting permission to visit the high schools and talk with the seniors about enlisting in the Army if they are not interested in attending college.

The resignation of Don C. Walbridge, Gulf High was accepted and the Board appointed Bobbie Anne Meffert to fill the vacancy.

March 25 was declared a holiday for the Negro Schools in order that the teachers may attend the State Teachers’ Association at the A & M College, Daytona Beach.

The Board authorized the Attorney to increase the settlement in Mrs. Bertha Cottle’s case to $3750.00.

Gentlemen:

These pertinent facts regarding the Sanders Memorial School of Land O’ Lakes, are offered by a joint committee of four – two are from the Parent Teachers Association: M. C. Geiger and Marvin Sears; two from the Land O’ Lakes Civic Association: G. F. Patterson and P. D. Burkett.

These organizations are in harmony regarding the students of the Sanders Memorial School, and are vitally interested in providing the kind of school and facilities that will provide the kind of education and scholastic activities to produce good American Citizenship, dedicated to the Democratic way of life, and profound interest in the community and state that provides these educational facilities.

The Civic Association has an additional program, namely, the playground. Considerable money has already been spent on preliminary clearing and leveling of grounds. There is much to be done; some of the money is already earmarked in the Civic Association treasury to carry on this project.

However, before anything further can be done to beautify the school grounds and bring the children’s dream of a playground to reality, you gentlemen of the School Board are ask to review the facts.

In 1948-49, the State increase was 5.2 %. The State Superintendent, Thomas Bailey referred to this increase as skyrocketing.

Our school opened in 1948-49. By 1949-50, our increase in Sanders Memorial School was 26%, and as of January 8, 1951, the increase over 1950 was 31%. The increase since 1948 is 68% and still growing.

We earnestly request that you check our statements, also the classroom loads shown on the attached sheet, and give serious consideration to sufficient additions to our facilities to relieve the congestion in the classrooms. Also provide sufficient teachers to give our children the educational attention we feel sure you want them to have.

We also wish very much to have you establish a 9th grade in our school, and believe the growth shown here definitely indicates the necessary enrollment to justify this request.

We, as representatives of the people of Land O’ Lakes, will appreciate an early and favorable statement from the Board, with indications where these additions will be, in order that work may proceed on the playground, beautification and planting of shrubbery.

Dear Mr. Baird:

Out in the Wesley Chapel area we have a problem in transportation.

We have been paying the Fillman boy, a twelfth grader, $ 10 per mile one round trip per day, 9 miles or $.90 per day to transport himself and brother to the bus line at Wesley Chapel.

On this route there are two families. One family has two children and the other has three and they all live over the two miles from the bus line.

Fillman will not transport the other five at the price that we are paying him ($18.00 per month) but has agreed to transport all seven for $35.00.

In “Regulations of the State Board of Education of Florida” page 89 section 1, paragraph 4, the County Superintendent is authorized to make application for granting exceptions in certain cases relating to transportation.

Dear Mr. St. Clair:

This is in reply to your letter of January 10, 1951.

Apparently the regulations as written do not exactly cover the case about which you wrote. Section 11, paragraph 1 (1), page 93 of State Board Regulations reads:

“At no time shall the expense shared by the county include payment for the time or labor of the person owning or driving the automobile, nor shall it exceed 10 cents a mile for one round trip of one automobile per day of school.”

It would seem to me, however, since there are three families involved that it would be a little difficult to force one person to furnish transportation for all three families without consideration of the additional trouble and expense involved. Therefore, I do not think there would be a question regarding this should the board decide that $35.00 is a reasonable and proper payment for the service.

FEBRUARY 13, 1951

The Superintendent advised all principals who used electricity in their lunch rooms to have separate meters installed and charge the cost to operational expense.

Myra O’Berry was granted a leave of absence. Superintendent St. Clair suspended J. H. Hancock as janitor at Trilby as of February 1, 1951 because of alleged drunkenness and failure to perform duties. The Board approved the suspension.


MARCH 13, 1951

J. H. Hancock came before the Board and stated that his failing to attend to his duties as janitor was due to illness and requested the Board to accept his resignation which the Board accepted.

The Board accepted bids of $106.00 for 5 Underwood typewriters.

Dear Board Members:

Allow me to express my appreciation of your confidence in my ability to evaluate one of our large schools of the county. Much thought and study has been given to the advisability of such an undertaking. Also, I talked to the State Department about the wisdom of a report of this type and was told that it was not within the line of the duty of a general supervisor and urged me to refrain from such an activity for the following reasons:

1. The School Laws have set up Trustees and Board Members as administrative officers.

2. It is not the duty of the general supervisor, according to law, to evaluate any teacher or principal and should never be done.

3. The duty of the general supervisor is to take the teachers who are hired by the county Board and help them improve their instruction of the children only when the the teacher or principal wishes his aid.

4. He should aid the County Superintendent in instructional phases of the schools and never administrative functions.

6. A good supervisory program needs to have the good will of all principals and teacher in so far as possible and a report of the nature requested would endanger the whole supervisory structure of the county.

It is hoped that the Board of Education will understand why such a request cannot be granted and will not feel that the supervisor has failed to cooperate.

In closing, I wish to express sincere thanks to the Board Members and County Superintendent for their fine cooperation in building a better supervisory program and for giving Pasco County children such improved schools. Your sincerity is being appreciated by the teachers of Pasco County.

Professor O. K. Mickens and J. N. Taylor, Agriculture Teacher, Moore Academy, appeared before the Board desiring assistance in acquiring a small farm tractor for said school and was instructed to get estimates and present same to the Board. Professor Mickens stated that the plans for the new building for Moore academy did not provide for an office or library, and he further offered a plan for such with temporary construction. Mrs. Witt moved that the Board accept the Superintendent’s recommendation on such and the motion was seconded by Mr. Cain and duly carried.

The Superintendent stated that he had in hand the School Trustees recommendations for Principals, County General Supervisor and Attendance Assistant for the ensuing year. Mr. Cain moved that the appointments be made one at a time. Mr. Kirkland, seconded the motion and it was duly carried.

Mr. Cain moved that the recommendation of Burch Cornelius for Principal of Pasco High School by the School Trustees be rejected for the following reasons:

Pasco High School was planned and promised to the people as a Junior-Senior High School to accommodate 650 pupils of grades 7 to 12 inc. Principal Cornelius failed to carry out this promised arrangement. Thereby causing 4 classes to be housed in a two-story frame fire trap. Evaluating committee called attention to the deplorable situation and asked why this situation was allowed in face of the fact that there were vacant classrooms and he denied the existence of any vacant class rooms. Upon demanding to be shown, it was found that vacant class rooms did exist, and the two classes were moved out of the 2nd floor of the frame fire trap into the High school building.

Requested Principal Cornelius to discontinue use of High School to Mr. Kitzmiller for carrying on private commercial photography. Was told by Principal Cornelius that such use never was made of High School and if it was, it would be discontinued at once. Still three weeks later Kitzmiller was observed by Mr. St. Clair and myself using the High School Building on a Sunday night for private use. Mr. St. Clair and I called on the Principal for the following morning at which time Principal Cornelius admitted that Kitzmiller had a key to the High School which he had furnished him. Pictures made during school period on school time paid salary and also charged students for taking pictures.

Two Teacher leaving class rooms to sit in auditorium to watch rehearsal of operetta and continued to do so after Mr. St. Clair instructed Principal Cornelius that it be discontinued. Tuition collected from non-veterans for night school. Also the matter of rating by the school evaluation committee.

Mr. Kirkland seconded the motion and on vote those voting aye, being Cain, Kirkland and Witt, and voting nay being Stevenson. The motion was declared passed by the Chairman.

On motion of Mr. Cain, seconded by Mrs. Witt, the Board accepted the recommendation of the School Trustees and made the following appointment:

Burch Cornelius was appointed Principal at Pasco High School with Board members Cain and Kirkland voting nay. The Board Attorney indicated the evidence to be used against Mr. Cornelius would not be accepted in court therefore, in order to avoid a legal case Mr. Cornelius was reappointed.


APRIL 17, 1951

Wesley Chapel School was discontinued and the Board recommended selling the property. Ed Madill’s bid of $1,005.00 was the highest and best bid for the one square acre and building.

APRIL 17, 1951

Frank Blocker requested a leave to work as counselor at a Boys Camp in Connecticut for the summer. If you read the Board Minutes, you will find that Mr. Blocker took a group of boys from Pasco High School to work in “The Tobacco Camp” each summer for several years.


MAY 8, 1951

Mr. Cain moved that the certain motion on April 8, 1951 accepting the bid of J. B. Swan for the construction of a girl’s shower room at Gulf High School providing he make deduction from bid for the septic tank at a fair and reasonable amount be amended to delete that part pertaining to the septic tank and that the septic tank be installed according to bid. The motion was seconded by Mr. Stevenson and duly carried.

The Superintendent read a letter of resignation of Adelaide L. Coulter, teacher in Moore Academy, and further stated the reports of the unbecoming conduct of this teacher. Mr. Cain moved that the Board refuse to accept the resignation of this teacher and that she be discharged as of May 4, 1951, and that the Superintendent acquire in a written charge a report of this teacher’s unbecoming conduct. The motion was seconded by Mrs. Witt and duly carried.

The Board granted a leave of absence for the ensuing year as requested to the following: Miss Molly Howard; Mr. David Daboll (July, 1951 to June 30, 1952)

The Board accepted the written resignation of the following: Mrs. Alice Atwater, Zephyrhills School; Mrs. Jessie A. Cason, Dade City Elementary

The Board granted request of the following to be absent from the post and pre-school planning conference:

A. J. Hayes (Post), Miss Matilda Clement (Post), Osceola P. Moore – 1951 Post School planning conference to attend session to raise rank; Mozelle D. Ford – 1951 Post School planning conference to attend session to raise rank.

The Board accepted the verbal resignation of Eston E. Gause as a driver of a county owned school bus, and appointed Ben Overstreed for the remainder of the 1950-51 school year.

The Board on the recommendation of Leon R. Luckenbach, Principal of the Zephyrhills School, appointed John T. V. Clark, Jr., as Assistant Principal of said school with a supplement of $300.00.

The Board changed the official status of D. C. Cripe from that of Assistant Principal of Pasco High School, to that of Principal of the Dade City Elementary School comprising the fifth, sixth and seventh grades at an annual salary of $3,800.00.

The Board instructed the Superintendent to present to the Board at the next meeting a complete report on the termite repairs and control paid to Burch Cornelius on the county resident rented to him.

Mr. Carl N. Atkinson, Architect, appeared before the Board and presented preliminary plans drawn for a music hall annex for the Zephyrhills School. Mrs. Witt moved that the plans be approved and accepted and the Superintendent authorized to submit said plans to State Department of Education for approval.

Plans were made to wire Zephyrhills Elementary School Building. Pasco High Agriculture Building was treated for termites.

The Superintendent also presented a report to the Board as requested on the termite expense paid by Mr. Burch Cornelius on the county residence occupied by him, and after review, it was moved by Mr. Cain, seconded by Mr. Kirkland and carried that effective July 1, 1951 the rent on said residence be raised to $50.00 per month payable monthly and that this Board assume the cost of future repairs.


ZEPHYRHILLS PUBLIC SCHOOLS

Due to the pressure exerted by the school officials concerning a problem which should be resolved by the principal, I hereby resign my position as Supervising Principal of the Zephyrhills School, effective this date, June 11, 1951.

I recommend that the school officials in the future employ a principal who is easily influenced by outside pressure regardless of right or wrong.

Further, I recommend that your friend, Mr. Cedric Richards, be allowed a voice in the selection of such a man since he seems to be well informed and greatly concerned with the welfare of a problematical minority in the school.

Mrs. Witt reviewed his refusal to allow a member of the senior class called into service, to receive his diploma, and his refusal to attend the graduation exercises. That she and Mr. Krusen had asked him to grant a diploma to Jimmie Richards, who was now in the Marine Corps he refused to do so on the grounds that Richards lacked a quarter of a school credit, although a regulation of the State Board of Education allowed a member of the armed forces to receive a high school diploma when he lacked as much as two and a half credits. Mrs. Witt then moved that the resignation be accepted. The motion was seconded by Mr. Kirkland and so carried.

A delegation of school bus drivers appeared before the Board and as Mr. Cabel Dees and Mr. C. E. Hines, Jr., as spokesmen respectfully requested an increase in the school bus driver’s salary. The Board in response stated the matter would have their earnest consideration and that further study of the anticipated receipts would be necessary before action could be taken.

Mr. O. K. Mickens presented to the Chairman for signing a renewing contract with the Veterans Administration for the continuing of the veterans program at Moore Academy for another year. Also plans for alteration of the Home Economics Room at Moore Academy. On motion of Mr. Cain, seconded by Mr. Kirkland, the Board approved the plan and authorized the Superintendent to proceed with the alteration provided the cost does not exceed $299.00.

The Board accepted the resignation of O. L. Parker as County General Supervisor.


JUNE 12, 1951

Raymond S. Hurn resigned as Coach at Pasco High School.

Chester W. Taylor, Jr. was granted leave to report to Military Service.

The Board granted leave to the following to attend summer school: Roberta Butler, Elizabeth Ann Haskin, Mittye P. Olson, and Karl E. Parks.

Mr. I. A. Krusen recommended that D. G. McPherson be transferred from Dade City Grammar to Zephyrhills High for the remainder of this year and be appointed for 1951-52 term.

OCTOBER 9, 1951

Professor O. K. Mickens of Moore Academy appeared before the Board in regard to a problem he had as to whether or not certain unwed mothers from last years students are to be permitted to continue in school. He stated that the opinion of patrons was divided. He was advised to enter those requesting to return and place them on strict probation to their understanding.


NOVEMBER 13, 1951

The Board granted Richland School Community authority to use the school auditorium for church services for a period of 6 months and that they take precaution not to damage the building and leave it in good condition.

Dear Mr. Krusen:

We the members of the Zephyrhills faculty, wish to go on record as heartily disapproving the professionally unethical procedures of Miss Clement in:

1. Breaking her contract without reasons not known to her before she signed the same;

2. Attacking publicly the tenth school month;

3. Being unwilling to share conditions on terms of equality with all members of the faculty.

We the members of the faculty know that there are other teachers whose hardships need immediate attention; for instance, one teacher does not have a stove.

We are thoroughly convinced that partiality has been shown one teacher above the others.

In view of the above mentioned facts and for the best harmony and welfare of the school, we feel that practices of this nature on the part of teachers should condemned.

To the Faculty of Zephyrhills Schools:

I consider your public statement accusing me of dishonesty, selfishness, and unprofessional procedure unjustified.

Very briefly,

1. In regard to contract, I did not know in June that I should be required to take attendance in an unheated hall.

2. I have not attacked publicly the tenth school month. I have said, and still say that, personally, I do not feel the need of it.

3. My statement regarding the condition of the school building has been confirmed by the principal, state authorities, and local citizens.

Since I was attacked publicly without a hearing from my former friendly associates of the faculty, I shall feel it a duty to answer in the same way so that students and parents realize why it is impossible for me to continue my work here.

Mr. I. A. Krusen, Trustee, and Mr. D. G. McPherson, Principal, being present each expressed his feeling, and Mr. Krusen recommended that Miss Clement be allowed to withdraw her resignation. That there be a specific understanding that no special privilege would be given or allowed for any teacher. They both were in praise of her ability as a teacher.

On motion of Mrs. Witt, seconded L Mr. Kirkland, the Board voted to allow Miss Clement to reconsider and withdraw her resignation if she desires and will file a letter with the County Superintendent on or before January 1, 1952 requesting the withdrawal of her resignation. On vote the motion carried.

On motion of Mr. Stevenson, seconded by Mrs. Witt, The Attorney was instructed to write Miss Clement and other members of the faculty of the Board’s action and that no special privileges would be allowed or given to any teacher. On vote the motion carried.

The Board of Public Instruction of Pasco County has directed me to advise you that the Board will permit you to withdraw your resignation with the specific understanding that no special privilege will be allowed to you or to any other school teacher in the County and provided that your written request for the withdrawal of your resignation is in the hands of the County Superintendent prior to January 1, 1952. In the event your request for the withdrawal of your resignation is not received, your resignation will be deemed final.

May I add, personally, that I hope that you will reconsider your action and withdraw your resignation as teachers of your caliber are greatly needed in our schools.

The Board hopes that the disagreement between you and the other faculty members of the Zephyrhills High School can be amicably settled and that all of us can work together in harmony for the best interest of our school program.

JANUARY 7, 1952

The Board requested that O. L. Bandy search the Board Minutes for the last 10 year for all adopted policies.

The Board appointed Vermland J. Robinett to Dade City Grammar School to replace Gertrude Daboll (deceased).


FEBRUARY 12, 1952

The Board sold the San Antonio building and ground to Andrew Hughes for $1310.00.

W. B. Madill remodeling the Old Pasco High School building was instructed to install a teachers’ lounge at a cost of $286.00.

Children in Wesley Chapel will be transported to Sanders Memorial instead of Dade City beginning next term.

The Superintendent stated that a poll was taken among the teachers to determine their desire in receiving their checks in ten or twelve payments and the result thereof indicated the majority favored twelve payments instead of the heretofore ten. Whereupon it was moved by Mrs. Witt, seconded by Mr. Cain, that instructional salaries for 1952-53 be paid in twelve equal payments. On vote the motion carried.

The Superintendent was instructed to write W. E. Floyd, Lacoochee, that there would be insufficient funds in the budget for 1952-53 to construct a lunch room at Floyd Academy as he had requested.

The Board received a letter from O. S. Bandy, General Supervisor, which was read and in which he outlined several reasons and causes why he believed his salary should be readjusted to reflect an increase yearly of $346.00 after all considerations presented. After review it was moved by Mrs. Witt, seconded by Mr. Cain, that the salary of the County Supervisor be increased $200.00 annually. On vote the motion carried.


JULY 8, 1952

All students living West of Highway 301 in grades 1 – 6 should attend Trilby. All students living East of Highway 301 should attend Lacoochee.

Burch Cornelius resigned as Principal at Pasco High School.

O. S. Bandy (Rank I Cert.) was appointed Principal at Pasco High with a salary of $5820.00 for 12 months.

Willard D. Palmer was appointed teacher and coach at Pasco.

Eugene Hester was appointed Attendance Assistant and Text Book Manager.

Miss Alice White was appointed to Zephyrhills.

The Board voted to restore the increment on the Teacher’s salary schedule for the previous year when a straight $200.00 raise was given and to raise the Teacher’s salary schedule by $50.00 to provide that raise for all teachers except coaches and non-teaching principals.

It was brought to the attention of the Board that at the past regular meeting the principals of the schools — Elfers, Trilby, St. Joseph and Zephyrhills colored were omitted when raises were considered and passed for certain other principals. In consideration of the said principals it was agreed that they be included based on the same plan. Whereby it was moved by Mr. Stevenson, seconded by Mrs. Witt, and on vote it was carried that the following salary increases become immediately effective:

He further reviewed the matter as it had existed and the conditions covering the same and for correction thereof it was moved by Mrs. Witt, seconded by Mr. Stevenson that the salary of said teachers be in accordance with the adopted Teachers Salary Schedule plus an additional three hundred supplement. On vote the motion carried.

JULY 29, 1952

Eugene Hester, President of the Pasco County Teachers Association, appeared before the Board in behalf of said organization to express appreciation for the $50.00 a year increase granted teachers, which he said was more than they had asked for.

Miss Betty R. Aughenbaugh applied to the Board in a letter for a leave of absence for a year. The leave was granted.

Mr. W. N. Gaddis and Mr. Arthur Austin came before the Board relative to the moving of that certain dwelling located on the Zephyrhills School grounds which is the responsibility of the Board according to agreements, and which Mr. Gaddis stated he would move as desired for the sum of $200.00. On motion of Mrs. Witt, seconded by Mr. Kirkland, the Board voted to accept the offer, and requested Mr. Gaddis and Mr. Austin to make an inspection before and after moving for damage.

The Board adopted the following policy with regard to the employment of retired teachers from other States, to wit:

That teachers receiving retirement benefits from another State shall not be employed by this Board unless no other qualified teachers are available for the position and no such employment shall be continued for more than three successive years or so that such retired teacher shall become entitled to a continuing contract from this Board. The Superintendent is directed to advise the principals and trustees of this policy and request their cooperation in making this policy effective and that this policy be incorporated in the Official Policy Book of this Board.

After a large delegation of parents attended the Board meeting, the attendance line for Trilby was changed to the overpass on U. S. Highway 301 at Owensboro and that all children residing North attend Trilby or Lacoochee.


AUGUST 1, 1952

Upon the Superintendent presenting forms from the Veterans Administration providing for the appointment of O. S. Bandy, ad director of the veterans program at Pasco High School replacing Burch Cornelius and forms for renewal of agreement for continuation of the program at Pasco High School and Moore Academy, it was authorized by the Board.

Gentlemen:

In as much as our Veteran’s Training Program at Pasco High School terminates with the twelfth grade, while many would like to continue into higher education, and many of our high school graduates are unable to go to college, I should like to be authorized to negotiate with Florida Southern College in regard to setting up at Pasco High School courses on the college level in order to better serve the people of Pasco County.

I am convinced that we would have enough students to set up at least two and possible four college classes this fall. Last year we had an extension class in art from the University of Florida throughout the year.

It has also come to my attention that a number of people of this community found it necessary to drop out of high school before completing requirements for their diploma. I believe that we can work out our Veteran’s Training Program in a way to accommodate these people on a tuition basis so that they may receive their high school diploma by studying at night. It is my desire and the desire of many of our school people to make Pasco High School a real community training center.

Elmo Collins, Jr. and Robert C. Brown, Agriculture Teachers from Pasco High School appeared before the Board and requested permission for the Agricultural classes to tear down the old two story frame building on the north of the Dade City Elementary School and with the material build an additional classroom on the Agricultural Building.


SEPTEMBER 9, 1952

Mr. Mickens requested a shower and dressing room be installed at Moore Academy and the Board allocated $295.00. Mr. Mickens further stated that a drinking fountain was needed at the school and could be installed for $99.24 which was approved.

A delegation from the Richland community consisting of Mrs. E. C. Oliver, Amelia Nichols, H. L. Gintzel, E. F. Satterfield, Daisy Nichols, Mildred Stone, Mrs. Janie Richardson, S. H. Richardson and others, appeared before the Board in regard to learning the disposition of the Richland School and what action might be taken toward maintaining the school there. The Superintendent advised that this day a young man teacher had applied for a teaching position in the county and had agreed to accept the school and it would now be up to the parents to send their children, and if the enrollment did not increase over the present five now attending to a number sufficient to warrant maintaining the operation of the school, then it would become necessary to close the school and transfer the teacher elsewhere in the county.

Principal Joseph S. Benson of the Dade City Elementary appeared before the Board with Mrs. Sid Larkin, Mrs. Hank Freeman and Mrs. Virgil Williams and stated that these ladies had expressed to him their preference of maintaining the two fifth grades on the first floor of the old two story wooden building at the Dade City Elementary School rather than transferring them to the Quonset Huts at the Dade City Grammar School, and he was inclined to agree. He further stated with improved lighting and heating facilities, and the original light fixtures from the remodeled building was available, the two rooms would be satisfactory and more suitable for classroom use than the quonset huts. The Board discussed the matter and Mr. Cain moved that the two fifth grades be continued in their present rooms on the lower floor of the old wooden building at the Dade City Elementary School and the Superintendent be authorized to have the lighting and heating facilities improved. The motion was seconded by Mr. Kirkland and on vote carried.

Principal O. S. Bandy of the Pasco High School came before the Board and reported the enrollment of said school, progress made and future plans. He further stated that he could secure twenty-eight lockers which were very much needed and requested the Board to pay a thirty dollar installation charge. Mr. Cain moved that Mr. Bandy be granted authorization to continue with his plans for a musical program, establishing a small store and recreation center and acquiring the storage lockers with the understanding the Board would bear only the expense of installation of the lockers which would be thirty dollars. Mrs. Witt made the second to the motion and on vote the same was carried.

On motion of Mrs. Witt, seconded by Mr. Cain, the Board accepted the application to teach of James E. Panneli and appointed him as teacher of the Richland School subject to the approval and recommendation of the School Trustees.


SEPTEMBER 17, 1952

The Board accept the new auditorium and alterations at Sanders Memorial School.

The Board directed the Superintendent to request bids on a three quarter ton 1950 or 51 used pick-up truck. After receiving bids, the Board requested Mr. M. O. Currie, Chief Mechanic, come to the office and then he was advised of the bids received and instructed to inspect and drive each of the trucks bidded and report his findings. Mr. Currie later returned and reported that he had examined the said trucks and found the trucks of the Dade City Motor Company to be the best. Mr. Cain moved that the bid of the Dade City Motor Company be accepted for one 1951 used three quarter ton Chevrolet pick-up truck as the lowest and best bid based on the advice of the Board’s Chief Mechanic and the personal inspection of certain Board Members. The motion was seconded by Mr. Kirkland and on vote carried.

A delegation consisting of practically all school bus drivers appeared before the Board in a body and handed the Chairman the following petition for reading.

After a general discussion of the subject, it was moved by Mr. Stevenson that a school budget amendment be adopted to provide for an increase in the salaries of school bus drivers and that the required amount be taken from the reserve for contingencies, and that there also be an addition thereto for the purchase of the pick-up truck. Mrs. Witt made the second to the motion and on vote declared passed by the Chairman.

Mrs. Witt moved that the form Analysis of Proposed Transportation Expenditures be prepared to accompany the resolution to amend the budget to provide for an increase in transportation expenditures because the additional transportation expenditures would exceed 115 per cent of the amount included in the Foundation Program for transportation. The motion was seconded by Mr. Cain and on vote carried.

On motion of Mr. Stevenson, seconded by Mrs. Witt, it was duly carried that bus drivers be granted a ten percent salary increase for the 1952-53 school year effective from the beginning and subject to the approval of the State Department of Education of proper forms permitting the same.

Mrs. Vera Boyette, School bus driver, advised the Board that she was daily driving two miles per day one way for one child whereas the said child was living only one-half mile from the Hernando County bus route. She further explained that she would continue picking up the said child if it was the Board’s wishes, but by making this change it would shorten her route and time required. Mr. Cain moved that the concerned bus operating into Hernando County on Highway 301 be turned around at the Wubbena residence at the close of this week and the Secretary so notify Superintendent Louis Fisher of Hernando County. The motion was seconded by Mr. Kirkland and on vote carried and was declared passed by the Chairman.

The Board voted to purchase six lots number 2 through 7 inclusive of Block 4 of Crafts Subdivision of Track 35 adjacent to the Gulf High School property for the sum of $1,800.00 from the owner, Mrs. Anna E. Hill.

Principal D. C. Cripe, of the Dade City Grammar School, came before the board and advised that J. C. Haymons, janitor of the Dade City Grammar, desired and expected a salary increase when the new six classroom building now under construction was added to his work. Mr. Cain moved that the janitor of the Dade City Grammar School be granted a $25.00 per month salary increase effective when the new building is occupied.

The Board appointed James E. Pannell as teacher at Richland.

The Board voted to purchase forty (40) acres on Highway 52 for a future school at a cost of $5.000.00.


Richland School will continue one more year and then registration of pupils will determine the next year.

NOVEMBER 14, 1952

Burch Cornelius, former principal of Pasco High School, returned to Dade City and attended the Board Meeting to explain irregularities. Pasco High owed over $5,800.00 from the internal account and had over-extended accounts and money paid for one purpose diverted for another purpose. This mismanagement seriously jeopardized the credit of the school and would cause great hardship, confusion and disorder in the future administration of the financial affairs of the school. Mr. Cornelius agreed to pay $1,000.00. The Board indicated this was not enough and compromised for $1,500.00. The Board agreed to three installments of $500.00 each.


DECEMBER 9, 1952

Constance Kaylor requested leave of absence effective December 13, 1952 for the remainder of the 1952-53 school year and Mrs. Edna Jordan filled the vacancy.


FEBRUARY 10, 1953

Constance Kaylor resigned from her position.

Burch Cornelius failed to make payment on the $l,500.00 obligation as agreed.

Mr. R. K. Butler, owner of the sixteen acres lying southwest of the intersection of South Fourteenth Street and West Florida Avenue and adjacent to Pasco High School which the Board is considering purchasing, was called and accepted an invitation to meet with the Board Mr. Butler appeared and the chairman explained the Board’s current position regarding the purchase of said tract and their desire that he reserve the same for them. Mr. Butler stated that it was completely agreeable to him and that he would hold the property for the board and do no further work on the existing grove.


MARCH 10, 1953

O. S. Bandy delivered a $500.00 check from Burch Cornelius which was returned because of the following wording on the check.

“This check is for an over expenditure of funds only, for the purchase of band uniforms, there being no shortage of funds to be made up. When funds are available, the amount of this check is to be returned.”

The Board Attorney called Mr. Cornelius to inform him that a suit would be filed if the $500.00 was not wired today. Mr. Cornelius wired the $500.00 check to the Superintendent.

A group of business men and women appeared before the Board requesting a contribution of $5,000.00 toward construction of the Armory. The Board requested an opinion from The Attorney General.

The Trustees recommended that the Richland School, Booker T. Washington and any other school not meeting the minimum attendance requirements of sixteen (16) be closed. Mrs. Witt moved that the recommendation of the School Trustees be accepted as read and the Principals therein named be appointed. The Board approved the recommendation therein stated and the effective principals notified that schools not meeting a minimum attendance requirement of sixteen pupils be closed.

Mr. Glenn H. Bump, Safety Director of the Tampa Motor Club, appeared before the Board in the interest of drivers education. He Save an interesting talk on the way the program operated and worked in the schools. The members asked Mr. Bump several questions and thanked him for his information.

The Board received Mr. O. H. Glock, who came to request the Pasco High School Auditorium for use of the Lutheran Church for holding Sunday services. The Attorney recommended that the Board deny the request in that it might establish a precedent which might be undesirable.

The Board approved G. E. Groover to be janitor of Pasco High School at a salary of $175.00 per month and in addition the use of that residence known as the janitor’s house in and at the rear of the said Pasco High School and maintaining that residence at his own expense.

The Board again held a general discussion regarding the purchasing of property for a school site in Dade City. Mr. Cain moved that the Board approve the recommendation of the School Trustees and purchase the property of R. K. Butler on South 14th Street and Florida Avenue, for the sum of $35,000. That the words “elementary school” be deleted from the Trustees recommendation and the words “for school purposes” be substituted therefor. That further an application to borrow money for the purchase of this property be submitted to the State Department of Education for approval. The motion was seconded by Mr. Kirkland and on vote declared passed by the Chairman.

The Board granted D. G. McPherson three days professional leave to accompany the Zephyrhills Senior Class to Tallahassee to visit the state legislature in session.

Professor O. K. Mickens appeared before the Board and requested financial assistance in sending their delegate, Nadine Boatwright, to the National New HOmemakers of America Convention at Prairie View A & M College, Hempstead, Texas on May 24 through 30, 1953. Mrs. Witt moved that the sum of $50,000 be authorized toward defraying the expenses of the Moore Academy delegate to the convention in Hampstead. Texas Mr. Stevenson seconded the motion and on vote the same was carried.

The Board of Public Instruction, Pasco County, Dade City Florida was called into Special Session this 21st day of May 1953 at the Courthouse, at 1:00 P.M., for the purpose of re-considering previous motion effecting the principalships of Pasco High School and Gulf High School, there being then and there present C. P. McCabe, Chairman, R. D. Stevenson, Edgar H. Kirkland. Margaretta C. Witt and W. P. Cain, Members of the Board.

Chairman McCabe, called the meeting to order.

Superintendent St. Clair stated that the meeting was called for the purpose of reconsidering a motion made on April 14, 1953, effecting the principalships of Pasco High School and Gulf High School due to being presented with petitions that contained 722 signatures of which 416 have been found Co be present parents of Pasco High School students. He then requested acting Attorney Charlie Luckie, Jr. to read a resolution which appeared as follows:

MEMORANDUM TO: All County Superintendents

FROM: J. L. Graham, Director, Administration & Finance Division, State Department of Education, Tallahassee, Florida

RE: Professional Leave

Sometime after the 1947 Legislature passed the School “Omnibus” Bill which for the first time included a provision for ten calendar months of teaching service, a problem arose in connection with the pre-school and post-school conferences. While the state universities endeavor to fix the opening and closing dates of summer school so as to prevent conflict with either the post-school or pre-school conferences, this cannot be assured, especially in the case of private or out-of-state institutions.

Legislators, citizens, and recently a State Auditor, have called attention to the fact that some ten-month teachers are being paid while attending summer school to improve rank even though they miss a part of one or the other conferences: do not teach ten full months. Section -36.02 (3) requires ten calendar months of service as one of the qualifications for participating in the Minimum Foundation Program. It is therefore legally impossible to shorten the period of employment and still pay a teacher for ten full months except under one condition which has been emphasized both by letter and group discussion – most recently at the January 14-15 meeting of County Superintendents in Gainesville.

The exception is where the absence from post-school or pre-school conference is in line of duty following authorization of the county Board and approval by the County Superintendent for specific training. Where this is not the case, remuneration by the county for such days should not be included in the individual’s salary warrant for what month or those months.

When a ten-month member of the instructional or administrative staff applies for professional leave, whether for improvement in rank solely or by assignment for needed training in the county, the board action should be duly recorded in the minutes. Both the application and the minutes are important records in case of later inquiry incident to a regular state audit or other inquiry.

It will be necessary to depend upon the audit reports in making final adjustments of state aid where the matter of leave is involved. Where leaves not in the line of duty have been taken for attending summer school during either conference, it will be necessary to examine the report for occurrence of the following items: (1) Instances where salaries may have been paid during absences solely for improvement of rank and (2) Instances where portions of monthly salary have been withheld by the county for absences solely for improvement of rank.

Either or both of these items will effect the final adjustment of State Minimum Foundation Funds which will be made in keeping with the audit reports. There will, of course, be nothing to adjust where leave has been granted in line of duty.

Whereas, it was moved by Mrs. Witt, seconded by Mr. Kirkland that the policy of this Board be amended to comply with the said letter dated February 18, 1954 and that there shall be deduction made from the salary of any teacher for each days absence from any pre-session or post-session school conference unless such absence shall be in line of duty following authorization of the County Board and approved by the county Superintendent- for specified training. On vote the motion carried.

The Superintendent read the following resolution drawn up by O. S. Attorney Dayton read an opinion from the Attorney General on same and advised that such action would be contrary to the rights and privileges of citizens, and further advised that cases of this nature should be brought to the board individually.

Mr. Charles A. Henderson, Principal of Zephyrhills School appeared before the Board and read the following resolution adopted by the Pasco Principals’ Association and recommended to the Board for approval as the prevailing policy on corporal punishment:


Board of Public Instruction

Pasco County

Dade City, Florida

Gentlemen:

The Pasco County Principals’ Association hereby recommends the following:

(1) that the Board of Public Instruction reconsider its action concerning use of the paddle in connection with the corporal punishment in the schools of Pasco County;

(2) that a discipline form (of the type enclosed) be adopted for high school (grades 7-12) use so that an accurate record can be kept;

(3) that the size of the paddle for high school use shall be no more than one-quarter inch thick, that the paddle shall be plywood or other flexible wood, four inches wide, and two and one-half feet long, and shall be used only on the posterior of the student in a standing or semi-standing position (not bending over any object such as a desk or chair);

(4) that a witness shall be present and shall sign the discipline form at any time corporal punishment is administered in the high school (grades 7 – 12);

(5) that elementary principals (grades 1-6) may be allowed to use the paddle prescribed for high school (grades 7-12) use when they deem it advisable, if they have a witness and use the proposed discipline form;

(6) that elementary teachers (grades 1 – 6) be allowed to use pingpong type paddles on the posterior of the pupil only;

(7) that elementary teachers (grades 1-6) may be allowed to discipline their students with an adult witness present and will be instructed that the punishment shall not be unusual or unduly severe;

(8) that principals shall call to the attention of their teachers the policy of the Board of Public Instruction (Pasco County Policy Handbook, page 60, Florida Statute number 5.18) concerning lower grades as punishment;

(9) that no other instrument other than the paddles prescribed herein are recommended for use. This shall not be construed in any way to limit the use of the open hand in disciplining the child.

(10) that in no case shall the teacher be allowed to strike the child on the head or face.

SUMMARY STATEMENTS

1. Academic classes in the high school should be limited to thirty pupils and each teacher should be limited to five teaching periods.

2. In order to better provide for the individual differences of the pupils we have set up five courses. The courses in the different fields will be differentiated in content to meet the capabilities of the groups. Teachers are encouraged to provide for the varied needs and abilities of the pupils in the class.

3. It is our considered opinion that no academic classes should be interrupted for entertainment or extra curricular activities. In no wise should this be construed to discourage educational activities such as field trips or student participation in state or regional activities.

4. We recommend that an activity period be provided to take care of clubs, assemblies, guidance, individual projects, etc.

5. We recommend that a person be provided to offer guidance services in each high school center.

6. Vocational and industrial education should be expanded. The possibility of establishing a vocational school should be explored. Adult education should be expanded to provide further training.

In further discussion of the curriculum report, the board believed that at graduation the type of diploma awarded should be announced for example; college preparatory diploma, vocational diploma, etc. Member Touchton so moved. Member Hatcher seconded the motion and on vote the motion carried.

Mr. Lee W. Fox, Principal of the Sanders Memorial School, appeared before the Board and distributed copies of a letter relating the growth of the said school and the community and illustrated by a graph drawing. His letter also contained his recommendation for proposed construction, which he explained to the Board. The Board expressed their appreciation to Mr. Fox for appearing before them and supplying information which would be useful in future planning.

Superintendent Taylor explained the proposed salary schedule and answered questions from the Members in words and figures on how the schedule would relate to certain teachers and certain groups of teachers. He also recommended that for the next year the present 1956-57 adopted salary schedule be also continued for the benefit of the few that it would affect and help. After further discussion, it was moved bv Mr. Touchton, seconded by Mrs. Witt, that the foregoing teacher salary schedule presented and recommended by the Superintendent be adopted providing the money for financing same is made available to the county for that purpose. On vote the motion carried.

Superintendent Taylor presented to the Board the following proposed salary schedule for Supervisor and the Board the Principals:

PRINCIPALS

Basic salary scale plus supplement as follows:

1-5 Teachers $50 per teacher

6-15 Teachers 25 per teacher

15 – 35 Teachers 15 per teacher

36 Teachers 10 per teacher

Additional supplement of $250.00 to $400.00 per year as determined by the Board for a school without a secretary that operates a lunchroom. Contract for 10 months.

SUPERVISORS

Basic salary scale plus supplement of $500.00 for 10 months. Travel expense to be set by Board.

After Superintendent Taylor had explained the schedule and how it would affect the supervisors and the several principals, and how necessary and helpful and proper it was to have a principal salary schedule Mrs. Witt moved the adoption of the supervisors and Principals salary schedule providing the money for financing same is allocated to the county. Mr. Kirkland seconded the motion and on vote the motion carried.

O. K. Mickens, James Irvin and Jim Rowe Harper appeared before the Board and with James Irvin as spokesman, requested permission to use the auditorium of Moore Academy for supervised recreation for the teenage group two or three nights a week. After discussion of the matter Mr. Touchton moved that the Board approve the use of the Moore Academy Auditorium as a Negro teenage center which is to be Properly chaperoned. Mr. Kirkland seconded the motion and on vote the motion carried.

A general discussion was had on the enrollment of the Richland School which has been ten or eleven during the year. Superintendent Taylor reported on the number of children being transported to the Zephyrhills and Dade City Schools from the Richland area. It was decided to request the survey team from the State Department of Education, that will be in the county on April 22, 1958, to survey the Zephyrhills School, to also make a spot survey of Richland School.

Superintendent Taylor informed the Board that a former teacher, Paul B. Proctor, Gulf High School, 1956-57, had conducted fund raising projects of selling seed and magazine subscriptions with the intent of purchasing a movie projector for his class; That Mr. Proctor had reigned Ht the end of the school term and left without remitting to the school or refunding to the particular students the monies collected and due them; That after much correspondence Mr. Proctor refunded on April 9, 1959 by Western Union money order the sum of $120.15 as that portion of the funds collected and due the school.

Mrs. Witt moved that the request from the senior class of Zephyrhills High School to make a class trip to Miami Beach from May 30 to June 4, 1959 and the request from Mr. Ralph J. Tompkins for permission to take the ninth grade of Sanders Memorial School to the Florida State Museum in Gainesville for a visit of one day be both approved and granted. Mr. Kirkland seconded the motion, and on vote the motion carried.
